Overview

We are looking for a Commissioning Officer to join our dedicated, friendly and ambitious Children in Care team. We work together with services to achieve positive outcomes for children and young people through commissioning an effective range of services for children, young people. Working with providers locally, regionally and nationally, the Children in Care Commissioning team are responsible for commissioning, contract management and quality assurance of providers, alongside supporting the identification of suitable placements for children and young people in need of care, accommodation and education.

Significant progress has been made to improve our Children’s Services in Buckinghamshire. A new, permanent Senior Management Team arrived in April 2018 and is making the right changes to ensure we improve outcomes for vulnerable children and young people across the County.

About the role

As a commissioning officer you will be the key link between Buckinghamshire County Council and contracted organisations in regard to; business needs, developing strong, 'critical friend' relationships with existing and potential suppliers, developing the market, ensuring value for money, monitoring and improving performance and outcomes for Buckinghamshire children and young people. The successful candidate will therefore be required to understand the key principles of good quality care.

About you

The post holder should have an understanding of Children's Social Care. We are looking for candidates with the following skills and experience:

  • Knowledge of current relevant legislation, statutory duties, responsibilities, and best practice in commissioning children’s social care services.
  • Knowledge of the commissioning cycle, which includes procurement and performance management and ability to analyse if the service is value for money and delivers on quality
  • Able to analyse financial and performance reports to inform the selection of appropriate commissioning and procurement options.
  • Able to write clear and concise reports, contracts, agreements and specifications, including to a range of audiences including stakeholders, elected members, Chief Officers, service users, and partner organisations.
  • Analyse problems, devise solutions and make recommendations for actions.
  • Able to work collaboratively and collectively with officers across the Council, with health partners, provider organisations and service users in the voluntary and private sectors to achieve Children’s Services strategic commissioning priorities.
  • An ability to acquire new skills and knowledge, taking responsibility for own personal development with a commitment to learning.
  • Be able to travel to meetings and meet providers across Buckinghamshire and nationwide.                                                           

Experience:

  • Successful experience of working across organisational boundaries to deliver change and improved outcomes for children and families.
  • Proven experience of successful commissioning to improve outcomes for children and families, or demonstrate relevant experience of identifying service improvements and increasing performance for children and young people's provider services
  • Experience of and working knowledge of financial frameworks and budget management.
  • Experience of analysing and interpreting complex data.
  • Strong IT skills including Microsoft packages, to analysis, develop and monitor information.
